IMPACT OF COST SHARING ON THE EFFICIENCY OF PUPLIC PRIMARY SCHOOLS IN JAMA'A LOCAL GOVERNMENT AREA OF KADUNA STATE

Abstract

The study examined the impact of cost sharing on the efficiency of public primary schools in Jama'a
Local Government, Kaduna State. The study was carried out with the objectives to determine the
impact of direct costs that parents incur as part of the cost sharing in ensuring the efficiency of
primary school education in Jama'a Local Government of Kaduna State;assess the impact of
parental contribution to the provision of teaching and learning materials as part of the cost sharing
in ensuring the efficiency of primary school education in Jama'a Local Government of Kaduna
State; and ascertain the impact of parental contribution to PTA projects as part of the cost sharing in
ensuring the efficiency of primary school education in Jama'a Local Government of Kaduna
State.These objectives were transcribed into three research questions and three hypotheses
respectively. Survey research design was used in the study. The target population of the study was
made up of 177 headmasters, 1,850 teachers and 7 PTA members in Jama'a Local Government,
Kaduna State. A sample size of 18 headmaster, 185 teachers and 7 PTA members were sampled
making the total of 210 respondents, used in the study. The samples were drawn using random
sampling technique. The instrument named “cost sharing and efficiency of primary school
questionnaire (CSEPSQ)” was used for data collection in the study. The validated instrument was
pilot tested, the reliability co-efficient was determined using Cronbach Alpha statistic and a
reliability coefficient of 0.75 was obtained. The data collected in the study was computerized into
database using Statistical Package for Social Sciences (SPSS) version 21.0. The descriptive
statistics of frequency, mean and standard deviation were used to answer the research questions,
while analysis of variance (ANOVA) was used to test the hypotheses at 0.05 level of significance.
Findings revealed that direct costs that parents incur had impact on the efficiency of primary school
education in Jama'a Local Government of Kaduna State. Parental contribution to the provision of
teaching and learning materials had impact on the efficiency of primary school education in Jama'a
Local Government of Kaduna State. Additionally, parental contribution to PTA projects had impact
on the efficiency of primary school education in Jama'a Local Government of Kaduna State.
Recommendations made includes; Government should make policy that will make parent share fully
from the direct cost of education, School administrators should encourage parents to continue to
support schools with teaching-learning materials, the PTA contributions in terms of providing
physical facilities and equipment in primary schools should be highly encourage in Jema'a local
government area of Kaduna state.
