Title: FISCAL RESPONSIBILITY POLICY AND THE CHALLENGE OF IMPLEMENTATION IN NIGERIA

The Fiscal Responsibility Act legislated into law in 2007 was a policy designed to ensure prudent management of state resources, curb and ensure financial stability, enhanced greater accountability and restore confidence in doing government business in the Nigerian public service. Before the reintroduction of the policy, the level of corruption, flagrant abused of procedures was very high. The policy per se is not entirely a new law introduced into the public service, but an amendment to strengthen the existing law and to give it more legal strength. The objective of the paper therefore is to find out whether prospects exist for its successful Implementation, as well as determine the possible constraints likely to inhibit its envisaged goals based on its original ideals of curbing corruption in the public service to ensure public scrutiny. The paper uses mainly secondary data. The paper observed that the policy faces major challenge of domestication at the lower levels of government where state governors undermine the state Assemblies, neutralised the judiciary and pockets local government councils as the reform focused primarily at federal service for its application. The paper therefore recommends that the level of fiscal coordination among all levels of government in Nigeria be strengthened to enhance its successful implementation in the public service
To conclude this paper therefore, I want say that the improvement of fiscal management has been one of the main achievements of the Obasanjo recent economic reforms. Thus, to achieve a long term fiscal sustainability at the state level, it is important to strengthen fiscal coordination between the federal government on the one hand, and the states and local governments on the other, through the implementation of the fiscal responsibility legislation not only at the federal level but also the state level. However, the implementation of the Acts at the state level represents a daunting challenge to all Nigerians but with determination and collective efforts, the said challenges today can become the realities of tomorrow
